Create templates and support to help communities set up off and on-line forums on e-engagement which are representative and allow people to produce their own content and engage others on issues which affect them. Explore how bottom up innovation can then be captured, evaluated, replicated and sustained. This should be built in as an existing strand of the Digital Mentors scheme.

Trusted intermediaries

Create an awareness programme for trusted intermediaries/community brokers about digital access, engagement and utilisation, so training is given to those who already have access to and influence with target audiences. (Emphasis should be on how new technologies can help intermediaries help their clients to help themselves).
